How CELPIP is scored: levels, CLB, and what a 9 actually needs

CELPIP does not give you a percentage. It gives you a level from M to 12 per skill, and Canada reads those levels as CLB. Here is what each level means and where marks are won and lost.
CELPIP (the Canadian English Language Proficiency Index Program) is the test most people sit for Canadian permanent residence and citizenship. It is scored differently from PTE or IELTS, and misunderstanding the scale is the most common reason candidates aim at the wrong target.
The short answer: a CELPIP level is the same number on the CLB scale. CELPIP 7 is CLB 7, the Federal Skilled Worker minimum for Express Entry. CELPIP 9 is CLB 9, where Express Entry language points jump. CELPIP 10 or higher counts as CLB 10+, the maximum. The IELTS General Training and PTE Core score at each level, skill by skill, is in our free CELPIP score chart: CELPIP to CLB, IELTS and PTE.
The scale: M to 12
Each of the four skills (Listening, Reading, Writing, Speaking) receives a level from 1 to 12 (12 is the highest), or M ("minimal proficiency") when there is not enough evidence to assess. There is no overall band. Immigration programs read the CELPIP level directly as a Canadian Language Benchmark (CLB) level: a CELPIP 9 is CLB 9, a CELPIP 7 is CLB 7, and 10 or higher is CLB 10+. (IRCC's CELPIP to CLB equivalency chart)
Why it matters: Express Entry awards its language points per skill, and the big jumps happen at CLB 7 and CLB 9. A candidate at 9/9/9/8 is a very different case from one at 9/9/9/9, so the last level in the weakest skill is often worth more than any other improvement you can make.
CELPIP-General vs General LS
CELPIP-General tests all four skills and takes about three hours. CELPIP-General LS tests only Listening and Speaking, about one hour, and is accepted for citizenship rather than economic immigration. (CELPIP-General vs General LS format) Make sure the version you book matches the requirement; the two are not interchangeable.
Listening and Reading: marks become levels
These two sections are made of multiple-choice, fill-in and matching items. Every item is either right or wrong, and the total is converted to a level. Paragon publishes only an approximate chart of raw scores and levels for these two sections (CELPIP test results): each test form is scaled so that a level means the same ability on every form, so the raw score a level needs can move a little from one test to the next. The useful habit is therefore to track accuracy per part: Listening to Problem Solving, Listening to a Discussion, Reading Correspondence, Reading for Viewpoints, and so on. Candidates rarely lose evenly. One part at 50 percent while the others sit at 90 percent is a level lost.
Writing: two tasks, one level
Task 1 is an email (150–200 words, 27 minutes), Task 2 is a survey response where you choose between two options and justify it. Raters score four dimensions: content and coherence, vocabulary, readability, and task fulfilment. (CELPIP Writing Performance Standards) Two things cost the most levels:
- Missing a bullet point in the email. The prompt lists what to include; each item left out is a task-fulfilment penalty that no vocabulary can buy back.
- Writing well but off-topic. An impressive paragraph about the wrong subject is scored as not answering the task. Automated practice scoring should behave the same way, which is why Hilingo's CELPIP writing scorer caps the level for answers that do not address the prompt.
Speaking: eight tasks, one level
You speak into a microphone for eight tasks: giving advice, talking about a personal experience, describing a scene, making predictions, comparing and persuading, dealing with a difficult situation, expressing opinions, and describing an unusual situation. (official CELPIP speaking task list) Each task has a short preparation time (30–60 seconds) and a speaking time of 60–90 seconds.
Raters look for the same four dimensions as writing, applied to speech: content and coherence, vocabulary, listenability (pronunciation, pace, clarity), and task fulfilment. Silence is expensive. A response that fills 20 of 60 seconds cannot demonstrate enough language to reach the upper levels no matter how accurate it is.
What a 9 needs, in practice
- Listening and Reading: consistently high accuracy across every part, with no single part collapsing. Paragon's raw-score chart is approximate, so track accuracy per part and watch your weakest part rather than chase a percentage.
- Writing: every prompt point covered, clear paragraphing, and a vocabulary range that goes beyond "good", "bad" and "very".
- Speaking: the whole time used, a structure the listener can follow (situation, what you would do, why), and no long pauses.
CELPIP score questions
Is CELPIP 7 CLB 7?
Yes. IRCC reads each CELPIP-General level as the same CLB level, skill by skill: CELPIP 7 in writing is CLB 7 in writing. No conversion table is involved, which is not true of IELTS or PTE Core.
What IELTS score equals CELPIP 9?
CELPIP 9 is CLB 9, which IRCC sets on IELTS General Training at Listening 8.0, Reading 7.0, Writing 7.0 and Speaking 7.0. Every level from 4 to 10+ is in the CELPIP to IELTS and PTE Core table.
What CELPIP score do I need for Express Entry?
CLB 7, which is CELPIP 7, in all four skills is the minimum for the Federal Skilled Worker Program. CLB 9 (CELPIP 9 in every skill) is where the Comprehensive Ranking System gives substantially more: 31 points per skill against 17 at CLB 7, for a candidate without a spouse. Your lowest skill sets your eligibility, so the weakest level is the one to lift.
How to prepare
- Practise the exact eight speaking tasks with a timer. The preparation clock is the hard part for most people.
- Write timed emails and survey responses and check them against the four dimensions, not against a word count alone.
- Take full mocks of the version you booked, and read the per-part results rather than the level alone.
Hilingo runs full CELPIP-General and General LS mocks with per-part accuracy, level estimates for every writing and speaking task, and a report that ranks where your levels leak. Your first mock is free.
