CELPIP score converter: CELPIP to CLB, IELTS and PTE Core

Every CELPIP level, the CLB it equals, and the IELTS General Training and PTE Core scores at the same benchmark, skill by skill. The short version: a CELPIP level is the same number on the CLB scale. IRCC reads CELPIP 7 as CLB 7, CELPIP 9 as CLB 9, and CELPIP 10 or higher as CLB 10+ (IRCC language test equivalency charts). No conversion needed, which is why CELPIP is the simplest test to plan a PR application around.

IELTS figures are the minimum General Training band IRCC sets for each CLB level, from IRCC's language requirements page (checked on 30 September 2026). Immigration rules change — confirm against that page before you file. Results must be under two years old on the date you apply.

CELPIP to PTE Core

There is no direct CELPIP-to-PTE concordance from either test owner, so the honest route is through CLB: find your CELPIP level, read across to the PTE Core score that sits at the same benchmark. PTE Core is the version IRCC accepts for Express Entry — PTE Academic is for study, not for this.

Going the other way: CLB to CELPIP

Because the mapping is one-to-one, the reverse lookup needs no table. CLB 5 is CELPIP 5. CLB 7 is CELPIP 7. CLB 9 is CELPIP 9. If a programme asks for CLB 7, it is asking for CELPIP 7 in listening, reading, writing and speaking — in every skill, not on average. IRCC reads your lowest skill as your overall level, so three 9s and a 6 is a CLB 6 profile.

What CELPIP score do I need for Express Entry?

CELPIP 7 in all four skills (CLB 7) — the Federal Skilled Worker minimum. The Comprehensive Ranking System gives 17 points per skill at CLB 7.
CELPIP 9 in all four (CLB 9) — 31 points per skill, where language points jump. Most competitive Express Entry candidates target this.
CELPIP 10+ (CLB 10) — 34 points per skill, the maximum; beyond this, extra marks add nothing.

Points are for a candidate without a spouse or common-law partner, and are counted per skill on that skill's own CLB. Eligibility is set by your lowest skill.

CELPIP score questions

Is CELPIP 7 CLB 7?

Yes. IRCC reads CELPIP-General levels one-to-one as CLB: a CELPIP 7 in a skill is CLB 7 in that skill, a CELPIP 9 is CLB 9, and CELPIP 10 or higher counts as CLB 10+. It is the simplest mapping of any English test IRCC accepts — IELTS and PTE Core both need a conversion table, CELPIP does not.

What IELTS score equals CELPIP 9?

CELPIP 9 is CLB 9, which on IELTS General Training is Listening 8.0, Reading 7.0, Writing 7.0 and Speaking 7.0. Listening is the hardest part of the IELTS equivalent, which is why many candidates find CLB 9 easier to reach on CELPIP.

What is CELPIP 9 in PTE Core?

CELPIP 9 is CLB 9, which on PTE Core is Listening 82, Reading 78, Writing 88 and Speaking 84. Writing is the hardest of the four to reach, and because IRCC takes your lowest skill rather than an average, it is usually the score that decides the profile.

What is CELPIP 7 in IELTS and PTE Core?

CELPIP 7 is CLB 7, the Federal Skilled Worker minimum for Express Entry. On IELTS General Training that is Listening 6.0, Reading 6.0, Writing 6.0 and Speaking 6.0; on PTE Core it is Listening 60, Reading 60, Writing 69 and Speaking 68.

What is the highest score in CELPIP?

CELPIP-General is reported in levels from M (minimal) up to 12, so 12 is the maximum in each of the four skills. For immigration there is no practical reason to chase it: CLB 10 already earns the maximum language points in the Comprehensive Ranking System (34 per skill for a candidate without a spouse), so a 12 earns exactly what a 10 does.

What is the passing score for CELPIP?

CELPIP has no pass or fail. You receive a level from M to 12 in each skill and the programme you are applying to sets its own minimum. Express Entry under the Federal Skilled Worker Program needs CELPIP 7 in all four skills; Canadian citizenship needs CELPIP 4 in speaking and listening.

What is a good CELPIP score?

It depends entirely on what you are applying for, but as a rule: 7 meets the Federal Skilled Worker minimum for Express Entry, 9 makes you competitive, and 10 is the ceiling that matters. Aiming above 10 for immigration spends study time on points that do not exist.

How do I convert a CELPIP raw score, like 33 out of 38 in listening, to a level?

Only approximately. Paragon publishes an approximate chart of raw scores and levels for Listening and Reading on celpip.ca. It is approximate because each test form is scaled so that the same level means the same ability across forms, so the raw score a level needs can move a little from one test to the next. Treat raw marks as a range and a progress signal, and the level on your official score report as the real number.

How long is a CELPIP result valid for immigration?

Language test results must be less than two years old on the date you apply. Plan your test date against your application window, not the other way round.

Is CELPIP easier than IELTS?

Neither is objectively easier, but they differ in ways that suit different people. CELPIP is fully computer-delivered with a typed writing section and a recorded speaking section, all in one sitting, and uses Canadian English. IELTS has a face-to-face speaking test and handwritten or typed writing. If you type faster than you write and prefer no interviewer, CELPIP usually suits you better.
