IELTS vs PTE Core for Canada PR: opposite bottlenecks

At CLB 9 these two tests are hard in completely different places. IELTS wants listening 8.0 while everything else stays at 7.0. PTE Core wants writing 88 out of 90 while reading stays at 78. Once you know your weakest skill, the choice mostly makes itself.
Two things before the comparison, because they change how you should read every other article on this topic.
First: make sure you mean PTE Core. For Canadian permanent residence, IRCC accepts PTE Core — not PTE Academic. A great many "PTE vs IELTS" guides compare IELTS to PTE Academic, which is the study-visa test, and never mention Core at all. If you book from one of those articles you can sit the wrong exam. Second: check who is telling you. Several of the best-ranked comparisons for this query are published by the organisations that own and sell one of the two tests. Those pages are often accurate and well made, but they are not neutral, and they tend to conclude that their own test is "the clear choice".

The short answer
At CLB 9, these two tests are hard in opposite places.
- IELTS asks for band 8.0 in listening while reading, writing and speaking all sit at 7.0.
- PTE Core asks for 88 out of 90 in writing while reading sits at 78.
So: weak at listening → IELTS will punish you. Weak at writing → PTE Core will punish you. That single comparison settles most cases.
The numbers, per skill
This is the part most comparisons skip — including some published under a heading that promises exactly it. "CLB 7 is required" is not useful on its own, because neither test asks for the same thing in each skill.

IELTS figures are IRCC's official General Training to CLB table. PTE Core figures are the minimum for each benchmark from Pearson's published concordance. Both are the tables our own scoring engine reports against.
Two things fall out of these tables that are worth more than any list of format differences.
IELTS is flat at CLB 7 and spiky at CLB 9. Every skill needs 6.0 for CLB 7 — perfectly even. Then the climb to CLB 9 is a full band in listening and half a band in everything else. A flat 7.0 across all four, which most people would describe as "I got a 7", is CLB 9 in three skills and CLB 8 in listening.
PTE Core is uneven at both ends. Writing and speaking already start higher at CLB 7, and writing finishes at 88 out of 90 — two marks off perfect, and ten points above the reading requirement at the same benchmark.
Why that matters so much: IRCC takes your lowest
IRCC does not average your four results. Your lowest skill is your overall CLB.
Three 9s and a 6 is a CLB 6 profile, not "nearly CLB 9". You cannot offset a weak skill with a strong one. So the right way to pick between these two tests is to look only at your worst ability and ask which test asks less of it.
That is why the opposite-bottleneck point above is decisive rather than interesting. A test that is generous where you are already strong is worth nothing to you.
The speaking test: a real difference, fairly stated
IELTS speaking is a face-to-face interview with a human examiner. PTE Core speaking is recorded and scored by algorithm. Pages published by test owners tend to present their own format as self-evidently better. Both formats have real costs.
A human examiner can hear that a pause was thought rather than a gap, and can credit an unusual answer on its merits. If you speak better to a person than to a microphone, that interview is worth marks to you.
An algorithm is consistent. It does not have a bad morning, it is not charmed, and it applies identical rules to every recording. But it rewards what it can measure reliably: continuity, clear articulation and content coverage. Long pauses hurt more than they would with a person listening, because a pause is largely silence to a scorer.

On fees and test-centre availability, both vary by country and change over time. Check the official pages — IELTS and PTE Core — rather than a figure in a blog post, including this one.
How to choose, in order
- Confirm you need PTE Core, not PTE Academic, if PTE is in the running at all.
- Find your genuinely weakest skill, measured under exam timing rather than guessed.
- Look it up in the CLB 9 table above. If it is listening, IELTS is the harder route. If it is writing, PTE Core is.
- Match the speaking format to how you actually perform — interview or microphone.
- Then compare results speed and availability.
Do not choose on "which is easier". Neither is easier in general, and anyone who answers that without asking about your weakest skill first is guessing.

Does IRCC accept PTE Academic for Express Entry?
No. IRCC accepts PTE Core for economic immigration. PTE Academic is for study applications. The names are close enough that people book the wrong test, so check before you pay.
What is IELTS 7.0 in CLB?
It depends on the skill, which is the whole trap. Reading, writing and speaking at 7.0 are CLB 9. Listening at 7.0 is CLB 8 — listening needs 8.0 for CLB 9. A flat 7.0 therefore gives an overall CLB 8, because IRCC takes your lowest.
Which test gives results faster?
PTE Core, typically one to two business days. Computer-delivered IELTS usually returns results in about three to five days, and paper-based IELTS takes longer. If your deadline is tight, see how long English test results take.
Can I take both and submit the better result?
Yes. You submit whichever valid result you choose, and both are valid for two years from the test date. You cannot mix skills across two tests — a single test must supply all four abilities. Sitting a free scored mock of each first is a cheaper way to find out which suits you.
Is the IELTS speaking interview an advantage?
For some people, genuinely yes — a human examiner reads a thoughtful pause as thinking rather than as silence. For others the interview adds pressure that a microphone does not. It is a real difference, but it is a matter of fit rather than of one format being better.
